As the new Bush Administration and Congress look to solve growing airline delays, the FAA has targeted ways to accelerate the construction of new runways to ease the flow of air traffic. But the runway-building task is challenging as evidenced by regulatory restrictions, byzantine environmental impact studies and lengthy approval processes. The FAA, working with an environmental team for Los Angeles World Airports (LAWA) for 18 months, just produced a 12,000-page joint FAA and California environmental impact report, dealing with escalating requirements under California and federal laws including the new requirement for "environmental justice," spawned by a presidential executive order. The Los Angeles report, in 21 volumes, stands more than 3 ft. high and costs $2,600 per copy.
