U.S. and European Commission negotiators, working quietly to define a European aircraft noise abatement regime that would supplant the continents hushkit rule, will take their cue from policy decisions at the 33rd International Civil Aviation Organization Assembly meeting, which begins tomorrow in Montreal. On Sept. 12, the day after terrorists crashed three hijacked airliners into the World Trade Center and the Pentagon, the ICAO Council decided to go ahead with the triennial Assembly meeting rather than postpone it. Aviation security and terrorism, already on the agenda for the 11-day meeting, will be given much more emphasis, an ICAO official said.
