As Latin American airlines struggle to turn a profit in an era of deregulation, many have been suffering in silence with steeply rising fees for second-rate aviation infrastructure. No more, the air carriers say. Last week, they issued a "Santiago Statement," declaring that airport privatization has been largely bungled in Latin America. Issued at a conference the International Air Transport Assn. (IATA) held during the FIDAE air show, the statement politely but firmly tells governments that carriers are being gouged on fees of all sorts—in the name of free market efficiency. More importantly, though, airline executives met in private earlier and pledged to crank up behind-the-scenes efforts in their respective national capitals to try to correct the problems. The goal will be to explain to governments that, mostly, the regions en route and landing fees, airport facility rents and passenger surcharges have no relation to the cost of services provided. And, the carriers hope to come armed with data to show politicians that failing to remedy the situation will eventually hurt not only their flag carriers but their national economies.
