Mirroring the frayed state of U.S./Russian relations, Moscow's latest national security concept shifts emphasis from internal to external threats, pointing to the West as its principal adversary. The new concept also appears to multiply the wartime situations in which Moscow might resort to tactical nuclear weapons if its conventional forces were threatened with outright defeat. Russia firmly denies lowering the nuclear threshold, but Western security experts say that, hypothetically at least, Moscow has done just that, akhough they differ about the significance of the shift.
