The Homeland Security Dept.'s Fiscal 2006 budget proposal sets the stage for a pull-out-all-the- stops battle in Congress between airlines and the Bush administration over how to finance Transportation Security Administration operations at airports. On the one hand, the administration (TSA) wants to increase the passenger security fee to $5.50 per flight segment from $2.50 and the maximum on a multiple-segment one-way trip to $8 from $5. The TSA argues that focus groups show passengers are willing to pay up to $9 or $10 per trip for effective security. And the airlines themselves set the stage for the hike earlier, the agency believes, when they persuaded Congress airlines should pay $350 million per year for their own security fees, not $750 million as recommended by the TSA.
