We must bring housing, planning and regeneration into the same debate, processes and arguments, particularly at the local level,' insisted Yvette Cooper. The planning and housing minister was keen to 'encourage planners and house builders to work more productively together by making the planning system fairer, faster and more flexible'. These were Cooper's views when she met me shortly after her appointment as a junior minister at the ODPM in 2003. But does Cooper now have something she can talk about positively in her current brief, such as a properly joined-up response to Barker and a way forward for delivering affordable housing through a rejuvenated planning system? Have the ODPM and the Treasury come up with a form of land development tax that might find a level of cross-party agreement so that it will not be repealed by a future Conservative government before it is fully implemented?
