Planners and other local government staff drafting statements of community involvement (SCls) know well that it has caused confusion. After all, local communities have been involved in the planning process since the year dot, and the 2004 Act's new emphasis on public participation seems to many to be a case of new wine in old bottles. Or is it old wine in new bottles? Experienced officers know that this should be a case of adapting current practice and ensuring it meets greater expectations for public and stakeholder engagement.
