摘要

Like deregulated buses, you can wait ages for key reports on regeneration only for three to arrive at once. Last autumn saw the appearance of a clutch of ideas for closing the economic gap between northern and southern England, developing the concept of city-regions and balancing the demands of cities and their surroundings. Deputy prime minister John Prescott launched the Northern Way almost a year ago. The strategy is based on using the north's major cities to foster growth in the belts from Liverpool to Hull and Sheffield to Newcastle, with a spur on the western flank into central Lancashire. It will be crucial in the drive to boost rundown areas across the north. The city-region is an underdeveloped concept in the UK, although it is familiar in other parts of Europe. Behind it is the idea that successful cities are the main drivers of their region's economic performance and are capable of pulling their hinterland along with them. Each city has an economic footprint that goes beyond its boundary and coincides roughly with its travel-to-work area.
