It can be frustrating being a private developer keen to get involved with regeneration. Trying to understand exactly what your public sector partners want is hard enough, even if it does not vary from local authority to local authority. Recent research by the British Urban Regeneration Association (BURA) found widespread confusion among the private sector about what is exactly expected from it in public-private partnerships (PPPs).A lack of guidance is hampering the delivery of schemes across the board as both sides scratch their heads and try to work out the best way forward. The shortage of information for the public sector on how to engage with private partners has led to 'a lot of reinventing the wheel', BURA concludes. The association has pledged to discuss solutions with English Partnerships, the ODPM and regional development agencies. 'More guidance is needed in terms of forming PPPs, as the sector believes this is the ideal way to deliver regeneration,' says Simon Burwood, research manager for BURA's steering development forum. There is scope for improvement in linking the understanding between the public and private sectors.'
