Another year, another summit, another announcement and another plan for the country's housing. A cynic could be forgiven for wondering whether there will be a general election this year. The government's five-year housing plan - Houses for All - was launched with many fanfares and media coverage just before deputy prime minister John Prescott's Sustainable Communities Summit earlier this year. While it does not extend the right to buy to housing association tenants, the plan proposes a new Homebuy initiative. Prescott expects this to help 300,000 social tenants gain an equity stake in their homes. Considering that there are more than four million housing association tenants in England, this may not be as impressive a scheme as it seems. The scheme will be voluntary, but it is almost certain to require legislation further down the line because most housing associations are charities. Many of the other measures outlined in the plan (see box) are restatements of government commitments that were already set down elsewhere.
