Bulgaria's new system for issuing biometric-based ID documentsrnwent live on 29 March - and almost immediately ran into problems. Designed to assist with the issuing of identity cards, driving licences and e-passports, the service proved so popular that it was overwhelmed. This was in spite of applicants facing price increases of as much as a third for the new biometric documents.
