To balance regional development, and bridge the gap between urban and rural areas, in 1997, the Executive Yuan approved the addition of three HSR stations in Miaoli, Changhua and Yunlin. In 1999, the locations of the three station were approved and selected to be at Houlong Township of Miaoli County, Tianzhong Township of Changhua County, and Huwei Township of Yunlin County. Although the elevated civil engineering structure of the train parking areas for the stations were completed in conjunction with the HSR main lines, THSRC delayed the construction of the three station buildings even after commencing HSR for passenger services in 2007 due to its tight budget. This raised a lot of concerns by the public. In upholding a policy of non-interrupted HSR services, the Taiwanese government assisted THSRC in completing a debt restructure in 2000, and secured the needed financial resources for the continuing construction of the three stations buildings.
