Another Parliamentary committee has called for stronger brownfield policy in England including the reintroduction of brownfield-first at national level. The call this time came from the Lords Committee on National Policy for the Built Environment which has carried out an inquiry about house building. It joins in criticisms of starter homes, the Housing and Planning Bill and resourcing of planning departments and calls for new recognition of the historic environment and reintroduction of zero carbon home policies. "The Government should review the NPPF to make sure developers aren't using financial viability to play fast and loose with design quality and sustainability," said chair Lady O'Cathain. The report is critical of the NPPF and calls for reintroduction of brownfield-first. But it notes less consensus about other brownfield policies.
