Local authorities should introduce minimum density requirements for housing similar to levels used in Victorian town planning, according to the Campaign to Protect Rural England Oxfordshire. The organisation is calling for action to prevent the "ineffective" use of land by developers building "executive" houses in order to maximise profit. Former government targets of around 30-50 homes per hectare were described by the CPRE as "modest" compared with Victorian housing densities of 70 homes per hectare and a typical city infill of 100 homes per hectare.
