It is clear that the CIP Standards are evolving, but not as yet representing nearly the degree of oversight that Energy Trading and the ISOs are under. Oversight turning into regulatory control is only one U.S. cyber event, or major compliance failure away. If Utilities want to maintain some degree of autonomy, they will need to embrace more than "compliance for compliance sake" and transition to a model more similar to that adopted by their telecom and financial counterparts. Utilities will evenutally need to allocate a budget to Version 7 compliance activities, but in the mean time complaceny must be curtailed.There is an immediate need to build on the version 5/6 momentum to establish a robust cybersecurity program with an integrated continuous improvement process that includes the following: 1. An appropriate situational awareness of both grid reliability and grid security. 2. A mechanism to consider the risks and exposures of all their "grid elements" not just those mandated by FERC. 3. Address the growing concern that they will do only what they need to do to be compliant with security mandates. Utilities need to hope that enough is done to avoid a U.S. cyber event that impacts the electric supply. It is as at this point when more direct government intervention will no longer be speculation but a harsh reality.
