The deal in which the united states promised to purchase bomb-grade uranium from Russia is proceeding at a snail's pace, and Russia's effort to eliminate chemical weapons is hampered by lack of money. If the United States accelerates the implementation of the purchase agreement, it might also lead to progress on the chemical-weapons-elimination front. The uranium deal was suggested by MIT physicist Thomas Neff in an October 1991 op-ed in the New York Times. Neff's visionary proposal earned him the Leo Szilard Award given by the Forum on Physics and Society of the American Physical Society.
