The term "peacekeeping" does not appear in the United Nations Charter. Nevertheless, it has become the tail that wags the dog, the most visible and controversial activity the United Nations engages in and the one by which the organization's success or failure is most often judged. Article Ⅰ of the charter says that the purpose of the United Nations is to maintain international peace and security through collective measures. Chapter Ⅵ of the charter encourages nations to settle cross-border dis- putes peacefully through negotiation, mediation, arbitration, or by whatever "pacific" means seem workable.
