When the latest crisis over North Korea's nuclear weapon program ended last June after weeks of negotiations in Kuala Lumpur, Malaysia, Robert Gallucci, the U.S. State Department official in charge of the U.S. team said, "We have just leapt a rather high hurdle." But, he added, it would "not be the last hurdle." While Gallucci seemed pleased, South Koreans have become tired of a nonprolifera-tion regime that requires South Korea to remain as the only victim.
