As has been often noted in the Bulletin, it is important to remember that it isn't especially difficult to make a relatively simple but highly destructive fission weapon. The hard part is producing the fissile material at the core of the weapon. And plutonium 239—weapon-grade plutonium—is the fissile material of choice. Perhaps the most vexing question in arms control today is what to do with the excess weapon-grade plutonium that is becoming available because the United States and Russia are collectively dismantling thousands of tactical and strategic nuclear weapons each year.
