Those opposed to lower military spending say that budgets are already too small and additional cuts will make the gap between what De-fense gets and what it needs even bigger, jeopardizing troop readiness and the maintenance of existing military equipment. This funding gap is estimated at between $50 and $150 billion between 1995 and 1999, which amounts to between 4 and 12 percent of the $1.3 trillion allocated for defense under the Clinton plan.
