How does a politician who revived India's moribund airline industry make his pitch for re -election when 99% of his voters have never been inside a plane ?rn"Very carefully," says Praful Patel, who has served as India's Aviation Minister for the past four years. Under Patel, new airlines blossomed, airports were rejuvenated, traffic tripled, and nimbler players gobbled up weak rivals.rnBut in campaigning recently as a Congress Party ally for a seat in the lower house of India's Parliament, Patel has barely mentioned his record as minister. (As in Britain, only members of Parliament can hold cabinet posts. Patel already holds a seat in the upper house.) Instead, as he crisscrossed the hot and dusty plains of central India, his speeches covered reliable electricity, better roads, and farm subsidies-issues dear to rural voters. "I don't even talk of aviation. It is not something that people relate to easily," he says. "I don't think that is what will get us elected."
