Colombian Mauricio Parra has won the Inter-American Development Bank's cartoon competition. 18 Latin American countries submitted entries on the theme of anti-corruption. IDB manager Ana Maria Rodriguez said Mr Parra's entry "made us reflect once again on heavy social and economic costs of corruption and reminded us that cartoons are a powerful communications tool that can break through the language barrier."
