William frederick "Buffalo Bill" Cody (1847-1917) peered out from under the broad brim of his Stetson to the Bighorn Basin of Wyoming. As his deep brown eyes scanned the desolate landscape of cactus, sagebrush, and tumbleweeds, Cody envisioned a lush expanse ripe with agricultural crops and punctuated with grazing livestock. The renowned buffalo hunter discussed his vision with his associates, and together they devised a plan to transform the arid land into something that would be fertile and life sustaining. All they needed was water. In 1899 the State of Wyoming granted Cody and his partners the rights to siphon water from the Shoshone River for the irrigation of roughly 60,000 acres of public land near the town of Cody, which Buffalo Bill had founded four years earlier in the northwestern part of the state. The group constructed a gravity canal on the southern bank of the river, but it was clear that a more extensive irrigation system would be necessary to truly transform the region.
