When state and federal leaders launched the Comprehensive Everglades Restoration Project (CERP) a decade ago, no one knew for certain when construction of the first federally funded component of that effort might begin. The project finally reached that milestone earlier this year when contractors began working to return a housing development that had long been abandoned to its natural state.
