For more than a decade, workers have been systematically rehabilitating the Golden Gate Bridge to give the famous crossing the ability to withstand even the most destructive earthquakes. But even if the bridge were to survive a large temblor, it would be useless in helping the region recover unless the arteries leading to and from the crossing remained operational. For this reason, a $1-billion effort to rebuild one of the bridge's major approach roadways is now under way.
