Although it provides drinking water to more than 600,000 residents, Pinellas County Utilities (PCU), of Clearwater, Florida, does not generate any of that water itself. Instead, it relies on water provided by Tampa Bay Water (TBW), also of Clearwater, a regional wholesale water provider. However, as TBW has begun augmenting its traditional groundwater supplies with other water sources in recent years, PCU has experienced quality problems. In particular, customers have complained about water appearance and odor, and the county has seen levels of total coliform and copper increase in its water supply. Seeking to address these problems, PCU earlier this year began construction of a 100 mgd (379,000 m~3/d) facility that, upon completion in 2008, will enable it to blend, detain, and minimally treat water from various sources before the water enters the distribution system.
