Since experiencing severe flooding in e late 1990s, the city of Milwaukee has sought to improve its defenses against future floods. But the Milwaukee Metropolitan Sewerage District (MMSD) is doing more than simply building detention basins or flood walls. The agency is pursuing a strategy―dubbed the Conservation Plan―that relies on purchasing, conserving, and restoring tracts of undeveloped land to help prevent flooding of developed areas in the future. In early March the MMSD completed its most expensive transaction so far, spending $1.5 million to acquire 70 acres (28 ha) of land that was to be used in constructing 220 new homes.
