It is now over four years since Eunomia published its first Residual Waste Infrastructure Review (RWIR). In late 2011, the UK had 13.1m tonnes per annum (tpa) of treatment capacity either operating or in build. Since then, capacity has almost doubled to the 24.5m tpa we reported in December, when issue nine was published. Within this period, export of refuse derived fuel (RDF) from the UK to fill spare capacity at Rl facilities in other EU member states has also grown from a little over zero to around 3m tpa, further reducing what we have termed "the capacity gap". Meanwhile, four other organisations have produced reports with a similar theme. The most recent was published by Biffa in September 2015 and included a comparative analysis. This suggested Eunomia's RWIR was at odds with all four other reports.
