Fire prevention at permitted waste facilities continues to have a reasonably high regulatory profile. In England the Environment Agency (EA) states that, on average, 3,000 of the 23,000 pollution incidents a year are due to fires (taken from a presentation by the EA's Clarissa Newell entitled "Reducing fire risks at waste sites", dated 9 December 2015 ). The smoke produced by waste fires can contain a variety of harmful emissions, including asphyxiants and irritants, which can leave a harmful impact on communities and the environment. Of course, fires will also result in uncontrolled emission of greenhouse gases. On 26 November 2015, the EA published a consultation entitled "Fire Prevention Plan Consultation. Proposals for fire prevention plan guidance" by virtue of which it is currently consulting operators, trade associations and businesses on improvements that can be made to the existing guidance on Fire Prevention Plans (FPPs) originally published in March 2015. The consultation runs until 4 March 2016. The EA is to publish its response to the consultation by April 2016.
