What measures are proposed in the EU's new Circular Economy Package in relation to resource management and how are they likely to impact on the waste industry? The Circular Economy Package published on 2 December 2015 sets out measures intended to herald a new era in resource management, enlisting product designers, manufacturers, retailers and the waste industry to drive resource efficiency in ways never before seen in our economy. The key measures proposed in relation to resource management include: The recycling targets are lower than in the original draft of the Circular Economy package, published in July 2014, which contained targets of 70 percent recycling of municipal waste and 80 percent recycling of packaging waste by 2030. The new draft contains targets of 65 percent of municipal waste and 75 percent of packaging waste by 2030. This sits at odds with resolution of the European Parliament in July 2015, which advocated strictly limiting incineration of recyclable and biodegradable waste by 2020, phasing in a ban on landfilling by 2030, and raising targets for recycling and preparation for reuse to at least 70 percent of municipal solid waste and 80 percent of packaging waste by 2030.
