There are two elements to the European Commission's revised Circular Economy Package: "Closing the Loop" - an EU Action Plan for the Circular Economy, which sets out plans for future measures in a number of key areas; and a series of draft legal texts detailing proposed changes to the Waste Framework Directive, the Landfill Directive, the Packaging & Packaging Waste Directive, and the other producer responsibility directives, as detailed elsewhere in this issue. The main features of the EU Action Plan are that the repairability, durability and recyclability of products will be promoted by measures to be developed under the EU Eco-Design Directive; guidance on resource efficiency practices will be included in the EU's Best Available Technology Reference documents (BREFs); the rules on by-products will be clarified to help promote industrial symbiosis; green public procurement is to be promoted; and the Commission will work with industry to develop EU-wide quality standards for secondary raw materials.
