The reasons why elements of the British public don't recycle - or at least don't recycle as much as they reasonably could - are varied and many, all well documented by WRAP in its "Barriers to Recycling" research and more recently restated in research done by WRAP, again to support its initiatives on "Consistency in Household Recycling Collections" and "Recycling Guidelines". They include confusion about what can be recycled and what can be placed in certain containers, as well as practical considerations in some cases around available household space and cultural barriers, such as the well-documented "yuk factor" related to food waste or cleaning out food packaging.
