The Household Recycling Charter and the associated Code of Practice that aims to bring more consistency to recycling services across Scotland was agreed by COSLA Leaders in November 2015. The Charter commits the signatories to design their household collection services to take account of the Code of Practice (CoP) and in doing so over time, establish common collection systems, for paper, card, glass, plastics, metals, food and other commonly recycled materials. This includes providing a consistent definition of materials that can be recycled, a reduction in the capacity for non-recyclable waste, the delivery of consistent policies for excess waste, managing and reducing contamination and providing clear, informative and engaging communications on a regular basis to encourage active citizen participation to improve the quality and quantity of materials collected.
