The slightly delayed 2014 Circular Economy Express from Brussels has finally arrived at its European destinations. When it set out with Mr Potocnik driving, it was a well-appointed express, whereas it is now a very large and slow moving goods train driven by Mr Timmermans. Late in 2014 the Commission announced the withdrawal of its legislative proposal for the review of waste legislation, to be replaced by a new, more ambitious, initiative for the promotion of the circular economy by the end of 2015. At the time there was huge and almost total disappointment that the package from Mr Potocnik had been abandoned and seemingly without a viable alternative.
