Q Defra and the Welsh Government have published a "call for evidence" for tackling waste crime and poor performance in the waste industry. What are the proposals, and how are they likely to impact on the waste management sector? A In September 2014 Defra, informed by a report indicating that waste crime costs the UK economy £568m a year, published a Waste Crime Action Plan for England. Waste crime has an adverse impact on legitimate businesses in the sector, and Defra has now published a call for evidence to inform policy options and specific proposals for tackling the issue of waste crime in England and Wales. Key issues under the microscope include the competence of operators of permitted waste facilities and financial provision for such sites. Defra notes recent issues associated with stockpiling and abandonment of waste, as well as difficulties in clearing sites in insolvency situations, and has indicated that it is strongly minded to tighten requirements relating to operator competence and financial provision.
