Proposals to introduce a Deposit Return System (DRS) for drinks containers seems to be fashionable of late, with Scotland, Northern Ireland and Belgium at varying stages of debate. The discussion in the UK was stimulated by a feasibility study commissioned by Zero Waste Scotland at the behest of the Scottish Government, and completed by Eunomia in the spring of this year. This piece of work was to explore the feasibility of improving recycling and reducing littering of drinks containers in Scotland via a DRS. The principle is a simple one, employed by many countries and, for those of us of a certain age you will recall the voluntary arrangements employed by brewers and soft drinks companies from decades ago. The consumer pays a small deposit (10-20p is suggested) when they buy the product and this is refunded when the container is returned to the particular collection point. The proposal is for all possible container options to be included (glass, PET, cans, cartons...) to avoid creating an incentive to change between packaging options.
