The general image of dealing with contaminated land is one of handling hazardous waste materials and treating polluted soil and groundwater. So it is hardly surprising that dealing with such sites can be an emotive issue. In 2009 Corby Borough Council became the first local authority to be found liable for negligence in the control and management of remediation works that were carried out in the 1980s. Following this decision, the Corby Council chief executive said: "...the council recognises that it made mistakes in its clean-up...". In 2010 the Secretary of State upheld a decision on the implementation of a remediation notice under Part 2A of the Environmental Protection Act regarding a site where bromate contamination is impacting the quality of the groundwater in a chalk aquifer and creating the largest known pollutant plume in the UK.
