With more than one-third of English councils failing to achieve their recycling targets, local authorities are under real pressure to deliver. That number might be even higher if the list of those who missed their targets included councils that believe they have discharged their statutory obligations simply by collecting local residents' recyclate.rnCollection alone does nothing to further the cause of recycling; it is about recovering materials of merchantable quality that serve as the raw material for re-processing. It is industry's ability to use that raw material in the manufacture of new products that sustains the recycling process, not just its collection.rnOur comments come at a time when some local authorities are being wooed by the apparent low-cost argumentsrnof the "commingled" lobby, those who believe in mixing different dry recyclables together in the same collection container, and on the collection" vehicle, and then sorting them at a materials recovery facility (MRF) into separate material streams for delivery to pre-processors.
