In 1993 Germany was the first country in Europe to ban the landfilling of non-treated wastes.Since then, biodegradable waste has had to be treated prior to landfilling and stringent limits were set for residual quantities of organic material and heavy metals in waste being landfilled.At the time these limits were unattainable for the mechanical biological treatment (MBT) facilities in the country, so a transition period of 12 years was prescribed to enable the infrastructure to adapt to the new requirements.The landfill ban was controversial from the beginning and continues to cause problems.The main critical question was, and still is, whether the existing treatment capacity is sufficient to deal with the amount of residual waste.
