The buzzword at this year's annual Waste Management Finance Forum was "disaggregation". The phrase was used repeatedly by speakers throughout the two-day conference suggesting we may have passed a turning point in the development of the UK industry. Are we already moving away from the mega private finance initiative (PFI) deal? The opening address was given by CIWM ceo Steve Lee. His message set out the stark reality that "...waste management has been cheap and is going to get a lot more expensive." Lee's keynote speech, entitled Change Is The Only Certainty, was followed by a session on UK waste policy that emphasised the high degree of political risk faced by investors - the whole market is being driven by political instruments.
