There are challenges ahead in waste management, but these can 'open the door' to a £10bn investment opportunity through the Private Finance Initiative (PFI) according to Environment Minister Elliot Morley. To meet EU targets extensive new recycling infrastructure and technologies are needed to tackle alternatives to landfill, meaning investment of up to £700m over the next ten years. When the Waste Implementation Programme (Wip) team discuss. PFI and waste procurement with local authorities and the industry, one of the first questions asked is 'What are you doing to boost local authority procurement skills?'
