It's become almost axiomatic that private sector service provision is better and more efficient than that offered by the public sector. Yet for around 25 pence a day local authorities collect and dispose of refuse weekly - and there are not many services available that cheap. And most councils are making that service even more sophisticated with kerbside recycling collections as well. But what makes Blaby District Council interesting is its use of variable charging to achieve its targets. "Charging for household refuse collection? Oh no, you can't," is the chorus.
