In its national waste strategy, Wise about Waste, the Welsh Assembly set out a goal for public organisations to reduce their 1998 levels of waste by five percent by 2005 and 10 percent by 2010. The Assembly hopes that by reducing future waste, it will help to improve the environment and provide a good example for the private sector to follow. Less public sector waste will also help reduce future public spending on disposal. Despite collectively being the ninth largest producer of commercial and industrial waste in Wales, many of the local authorities remain in the dark about the types and levels of waste they produce. This is because councils carry out many different activities and some, residential homes and schools for example, may choose their own waste service providers or carry out their own ad hoc recycling or reuse initiatives.
