Council Directive 1999/31/EC on the landfill of waste (the "Landfill Directive") was adopted by the European Council on 26 April 1999 with a deadline for member states to pass national legislation to implement its requirements of 16 July 2002. Article 5 of the Landfill Directive imposes an obligation on all member states to set up national strategies to reduce the quantity of biodegradable municiple waste (BMW) going to landfill. These strategies must ensure that BMW is reduced to: 1. 75 per cent of 1995 levels by July 2006 2. 50 per cent of 1995 levels by July 2009 3. 35 per cent of 1995 levels by July 2016.
