Kate McCulloch spent a morning in November with John Crawley, Area Manager for Haringey Accord, as he co-ordinated this winter's leaf collections. You may not see leaves as waste, but to an inner London borough such as Haringey, that is exactly what they are. And, while you can predict refuse collections and plan for them precisely, legislating for the weather, and for that matter trees, is much more difficult. And, while other areas of waste management have benefited from technological advances that speed things up no end, John Crawley, Area Manager for Haringey Accord, the company that provides refuse collection services to the Council, tells me there is no substitute for old fashioned people power and elbow grease when it comes to shifting leaves. "Our biggest problem really, is recognising what is an acceptable resource to put into it," he tells me. "Obviously, we have to work within costs and find an acceptable solution when taking on extra resources."
