Many local authorities (LAs) in England have already adopted a commercial approach for environmental services, by charging where they can for waste management, street cleansing and grounds maintenance. Where the authority has direct control of these services through in-house provision or a trading company (TC), however, opportunities for greater revenue may exist. LAs with in-house services should have a commercial strategy, or should require their trading - or Teckal - company/service provider to draft a strategy for their approval.
