With support from various stakeholders, Defra officials have been developing the core resources and waste strategy (RWS) policies, looking at the detail, and addressing questions about how best to implement an Extended Producer Responsibility (EPR) regime and Deposit Return Scheme for packaging, and harmonise recycling and waste collection services across England. The ESA has long supported the RWS. We believe that, if implemented correctly, these policies will mark a step-change in our national recycling ambitions and unlock the next phase of circular economy investment by our sector over the next two decades. As we have said before, however, the devil is in the detail, and it is imperative that these policies work together in perfect symbiosis to avoid unintended consequences, inflated costs to businesses and taxpayers, and market distortions that fail to deliver a better environmental outcome.
