In January 2008, there were reports that postcard paper which did not satisfy the contracted ratio of waste paper pulp had been supplied to Japan Post Holdings Co., Ltd. After then, we found that there had also occurred falsification problems in other recycled paper besides postcards, such as printing & business communication paper including PPC paper. As a result of implementing the "fact-finding survey on the waste paper pulp ratio in recycled paper in Japan requested by the Ministry of the Environment and the Ministry of Economy, Trade and Industry, it was found that 17 out of the 38 Japan Paper Association member papermakers sold the products, exaggerating the waste paper pulp ratio in recycled paper. So this falsification scandal was reported by mass media as a social incident. On January 17, 2008, the Chairman of the Japan Paper Association expressed deep regrets over the fact that its many member papermakers had supplied paper products, including New Year's greeting cards, which did not satisfy the contracted or legally prescribed ratio of waste paper pulp to many clients, and also announced that they would make an all-out effort to restore the confidence of consumers.
