Liberalisation of Taiwan's telecommunications market had been discussed as early as 1988, but it was not until February 1996 that new legislation was passed to enable the first steps towards a liberalised market. The Telecommunications Act 1996, Amendments to the Articles of Organisation for the DGT, and Draft Articles for the Establishment of the Chinese Telecommunications Corporation provided for the separation of the operational and regulatory functions of the DGT (Directorate General of Telecommunications), itself becoming responsible to the Ministry of Transport and Communications (MoTC); the classification of operators into Type Ⅰ and Type Ⅱ classes; and, the introduction of equal network access, prohibition of cross-subsidisation between Type Ⅰ and Type Ⅱ services, and universal service obligations. The act paved the way for liberalisation of the mobile sector, and a large number of licences have been awarded for the provision of digital cellular, telepoint, paging, trunked mobile radio, and mobile data services. However, not all of the licensed operators ever launched services and consolidation has been evident. Further legislation has increased the number of competitors in the cellular sector, with the licensing of 3G operators, and has led to the introduction of competition in the fixed line market, although penetration by the new competitors at the local telecommunications infrastructure/services level remained very low at the time of writing.
