Many companies benchmark their total IT spending against their peer group. However, this can lead to incorrect conclusions, as shown in Figure 5. In this example, Acme appears to be spending less than its peer group in terms of its total IT budget. However, when we look at Acme's IT capital budget and its operational budget separately, we come to the opposite conclusion. Acme's IT operational budget is greater than the median for its industry peers, while its IT capital budget is less. In other words, Acme spends more than its peers to "keep the lights on," while at the same time it is spending less on capital investment.
